The first 2 rows of stronger ‘S’ tines loosens the surface (option of straight ‘S’ tines). These can be adjusted up & down with the adjusting the roller bar enabling you to fully control the depth of penetration. They can also be lifted out altogether if required.

The 3rd row of flexible tines level the surface. These too have full vertical adjustment.

A compacting roller made from 20mm solid round bars rolls & compacts the surface.
